"The safety factor is...uh...unsafe" I love that answer because he pretty much had to pull that one out of his...hat. It isn't a motor vehicle and so motor vehicle laws don't apply. The officer would have to treat it as a tandem bicycle. Now, maybe in Canada the laws are different, but in the US pretty much every state has the same laws and they relate to motor vehicles. As long as they obey traffic laws as bikes should, they don't need to be registered or even have a license to drive. Sweet, and sweat.
yeah, you're pretty much right there. they took almost all of the glass out so that shouldnt be an issue, basically it's a really heavy bicycle(looks like they ripped off a paddle boat actually) but i mean, other than the shell its not even a car. i wonder how close to a car you have to be to be considered a car?
Well that's the whole point: nothing without a some sort of engine driving on the open road can't be considered a motor vehicle.
Engine is what makes car a car.

Whether its legal or not, it isn't a good idea. If they got hit by another car going over 20 mph they could be severely injured.
Yes it doesn't have an engine, but it blocks an entire lane of traffic and is going slower than a toddler on a big wheel.
i think a better idea would be to get 2 of those 2 seated bikes and weld then together with some bars and everybody could just hold an umbrella. it would be just ths same exept alot easer and possibly just as illigal

It is kind of funny, the police were a bit puzzled over how to handle it. However, the legal side is still clear. Any vehicle driven on a road is subject to road laws. Motor or no motor, they still have to obey traffic laws. If they are impeding the flow of traffic, then they would be subject to a ticket. If they ran a stop sign or a red light, they would be subject to a ticket. Even cyclists can (and should) be stopped for running stop signs and red lights. (Happened to me once, years ago.)
I am, of course, speaking of Canadian road laws, since I live here. :)
Where I am from a bicycle can use the road as long as they obey taffic signals. So a bike can be blocking an entire lane legally. So it really isn't an issue with this thing.
