Assuming you could still do this today, the punishment would be a little more than a free show for kids. I would guess deportation to a hidden jail with a side of torture.

It's in black and white and the guy casually does tricks between the WTCs. Something about a crossbow... he gets arrested and the cop is very impressed by his performance, regardless of the fact he is handcuffed to a chair right in front of him.
