If the goal of the (in any way) impaired people is to be treated as everyone else, then I don't see the problem here.
The reason why *I* find this funny is that she is hitting a damn cow bell and looks absolutely miserable while doing it.
So the core of the humor here is in no way related to her invalidity- last time I checked blind people were capable of happy facial expressions.
