I think they're referring to passwords in general, not only system ones: ten years ago most accounts I made online didn't have password requirements as the ones today.
For example my oldest yahoo account has only three letter pass, whilst today all passwords are at least 6 characters and some demand numbers + letters combo.

I only guessed 1, 3, 4 and 6. but that's mainly because I can type in complete gibberish and remind it, all my passwords are complete gibberish like fgjg5546 (that's just an example, not an actual password I'm using). great, now fgjg5546 is also permanently stored in my mind so I'll have to use that for something.... hey admin, where's the option to change my dyog account password?

oh just a side note... even though by logging in on my account you gain acces to a warehouse filled with loads of twix, do not try getting on my account!
