I remember hearing something about this... The concept was to make the contraption neutrally buoyant in mid air and use the arm movements to push it through the air. Good idea except one thing: The buoyancy would be affected by the smallest leak, plus actually figuring out how much helium you need would involve equations that are incomprehensible to all but particle physicists. All in all, a good idea; but impractical.

The idea was to put water in them and us them to look freaky/get water to places which needed it. But it failed (whouldn`t stay up in the air) now they are just selling them on eBay... Well thats what I was told.
